Public Hearing for Consideration of the following:

  • Conditional Use Permit #2025-02, Cassius Blue Solar, LLC applicant
  • Siting agreement with Cassius Blue Solar LLC

Pursuant to Section 15.2-2204 and 15.2-2316.8 of the Virginia Code, notice is hereby given that the Sussex County Board of Supervisors will hold a public hearing June 17, 2025, at 6:00 p.m. at General District Courtroom – Sussex Judicial Center, 15098 Courthouse Road, Sussex, Virginia 23884 to consider, and may take action, on the following application:

Conditional Use Permit #2025-02:  The applicant, Cassius Blue Solar, LLC, seeks a Conditional Use Permit to construct and operate a 394-megawatt, photovoltaic, utility-scale solar generation facility on land consisting of 38 parcels totaling 4,811 acres.  The fenced acreage is 2,214 acres, which equates to approximately 46% of the total acreage under the proposed CUP. Approximately 2,473 acres of the project parcels comprise portions of the Iluka Mining site (699.32 acres within the fence).  The project would be located on properties within the Rural Planning Area near the Sussex County line between Dinwiddie County and Greensville County. The properties are located in the area of Walkers Mill Road (Rt. 619), Concord Sappony Road (Rt. 681), Stewart Mill Road (Rt. 616), College Road (Rt. 616), and Hunt Road (Rt. 656) in the Henry Election District.  The project infrastructure will consist of solar photovoltaic modules (PV panels) mounted on steel racking structures, inverters, transformers, electrical collection system, interconnection equipment, and security fencing. A Dominion Energy transmission line crossing the project areas would allow for interconnection to the grid via a proposed substation.  The applicant proposes setbacks of 150 feet around the project perimeter and 300 feet from adjacent residential properties.  The applicant intends to retain existing vegetation where feasible to provide 150 feet of screening within the setback areas. Supplemental plantings will be installed within the buffer where there are gaps in existing natural vegetation.

Siting Agreement: The County has negotiated terms and conditions of a solar facility siting agreement, pursuant to Virginia Code Section 15.2-2316.8 et seq. with Cassius Blue Solar, LLC related to a proposed 394 MW solar generation facility project. The Sussex County Board of Supervisors deems the negotiated terms and conditions acceptable and will hold a public hearing to receive comments on the proposed agreement prior to considering whether to formally approve it. In considering the Siting Agreement, the Board will determine if the Project is in substantial accord with the County’s comprehensive plan. If the Board approves the Siting Agreement, then pursuant to Section 15.2-2316.9 of the Code of Virginia, the project will be deemed to be in substantial accord with the County’s Comprehensive Plan as set forth in Section 15.2-2232 of the Code of Virginia.
